SUSTAINING SHELL LAKE SCHOOLS
For generations, the School District of Shell Lake has been a source of pride for our community, reflecting a shared commitment to educating children and preparing them for success. However, like many districts across the state, we face financial hardships that make it increasingly difficult to maintain high educational standards.
These financial challenges stem from factors largely beyond the district’s control, including an inadequate state education funding system, a lack of state aid for public schools in recent years, rising operational expenses, unfunded state and federal mandates, and declining enrollment.
PROPOSED SOLUTION
On Tuesday, April 7, 2026, our community will vote on a non-recurring operational referendum question for Shell Lake Schools. If the measure is approved, the district will be able to exceed its state-imposed revenue limit by $650,000 per year for the next four years.
In recent years, the Board of Education and administration have taken steps to address the district’s budget shortfall. More than $941,000 in spending cuts have been made since 2022, including the elimination of multiple staff positions.
Despite these moves, we still face projected annual budget deficits that reach $763,461 in the 2029-30 school year. Without additional funding, district leaders will need to consider additional cost-saving measures, such as:

Larger class sizes due to a reduction in teachers and support staff

Fewer student support programs, such as school counseling, nursing, and intervention

Elimination of elective course offerings

Reduction of athletic programs and extracurricular activities.

Longer bus rides to and from school due to the elimination of some routes

Deferred replacement of computers and technology

Deferred maintenance projects
-
Depletion of the district’s remaining fund balance

PROPERTY TAX IMPACT
An approved referendum is estimated to increase the mill rate from $6.82 to $6.89 per $1,000 of fair market value. For a property valued at $250,000, this amounts to an increase of approximately $17.50 per year.
By using sound debt levy management, the district will be able to keep the mill rate at $6.89 for each year of the referendum.
The Board of Education and administration have a history of respecting the needs of the district’s property taxpayers. Since the 2021-22 school year, the School District of Shell Lake’s mill rate has fallen by more than 37%, to $6.82 per $1,000.
